Executive Yuan's Diversity and Gender Equality Seed Training Materials

Following the implementation of the Judicial Yuan's Interpretation No. 748 and the Enforcement Act for Same-Sex Marriage starting from May 24, 2019, the Executive Yuan has prioritized "promoting public awareness and acceptance of diverse genders and family structures (including same-sex marriage)" as a key gender issue with the goal of "eliminating gender stereotypes and biases."

In line with recommendations from international committees on the two Covenants and the CEDAW Convention urging the government to "continue efforts to advocate, protect, and ensure respect for the rights of lesbians, gay men, bisexuals, transgender individuals, and intersex persons (LGBTI)," the Department of Gender Equality invited experts in relevant fields to compile "Diversity and Gender Equality Education Training Materials", among other topics, in a total of five articles, intended to serve as a reference for government agencies in planning and conducting training for their staff.

The curriculum and materials, including writing, PowerPoint templates, and recorded instructional videos, are provided by the following lecturers:

  • Introduction to Human Rights Conventions and General Recommendations Related to Diversity and Gender Equality Protection (Hsiao-Wei Kuan, Associate Professor, Department of Law, National Taipei University)
  • Understanding Homosexuals, Bisexuals, and Their Situations (Li-Ching Wang, Associate Professor, Department of Education, National Pingtung University)
  • Understanding Transgender Individuals and Their Situations (Zhi-Yun Xu, Chief Psychiatrist at Kinmen Hospital, Adjunct Chief Psychiatrist at the Psychiatric Department of National Taiwan University Hospital (first to establish a consultation clinic for homosexuals, and Chairman of the Taiwan Tongzhi (LGBT) Hotline Association)
  • Understanding Intersex Individuals and Their Situations (Hiker Chiu, Founder of Oii-Chinese, the Chinese version of the International Intersex Asia Network)
  • Legal Rights and Anti-Discrimination for Diverse Genders (Hsiu-Wen Hsu, Lawyer and Founding Chairman of the Taiwan Alliance to Promote Civil Partnership Rights)
